I think the direction of the above complaints is not as affective as the mere sound level of some adverts.
Such as those monotonous BARGAIN STORE type ads where the guy is SHOUTING AT YOU about the deals and offers.
If someone walked up to the boss of the Advertising Standards Bureau and started shouting at him in the street, I'm sure he'd complain about it.
This noise pollution angle is the direction you should be headed. It's already becoming policy overseas, just look at the US and UK. Noise levels are part of the regulations.
I'm sure we can walk and chew gum at the same time.
